Overview
The International Senior Audit & Regulatory Consultant will provide international audit, quality-assurance, and regulatory expertise to CPA Afghanistan. The role involves advising the Board of Directors and Executive Management, providing technical backup to operational teams, and representing CPA Afghanistan in regional/international forums.
Tasks Summary
- Provide advice on policies, licensing decisions, QCR outcomes, rule changes, and sanctions
- Prepare advisory memos for Board meetings
- Lead review and enhancement of Quality Control Review (QCR) processes
- Provide technical oversight and peer review of firm inspections, licensing assessments, and sanction reports
- Advise on adoption/interpretation of ISAs, IFRS, Code of Ethics, and IFAC SMOs
- Guide the design and implementation of CPA Afghanistan’s credentialing framework
- Establish Examination governance and develop competency-based curricula
- Design and deliver a high-level CPD/capacity plan for QA staff, inspectors, and committees
- Coach operational teams to strengthen technical report writing and communication
- Represent CPA Afghanistan in IFAC/SAFA/CAPA meetings and donor-funded program reviews
- Maintain liaison with international PAOs, standard-setters, and regional regulators
- Be available for technical queries, advisory requests, and to attend key inspections or Board sessions
- Ensure handover documentation and institutional memory
Experience Requirements
- ≥20 years in the audit profession
- Preferably experience in a regulator or professional accountancy organization
- Hands-on experience implementing international auditing and assurance standards and quality control mechanisms
