Tasks Summary

Introduction As part of their EU accession process, Western Balkans governments are aligning their Roma Inclusion policies with the EU Roma Strategic Framework 2020–2030 and relevant Chapters of the EU Acquis on Fundamental Rights. The Poznań Declaration (2019) and Berlin Process Summits (2020–2024) have reinforced commitments to Roma inclusion in education, employment, housing, digital access, and civil registration. While Roma inclusion strategies have been adopted, challenge remains: lack of comprehensive, up-to-date data to effectively inform policy and measure progress. To address this gap, a Quantitative Household (Roma and non-Roma) Survey in Western Balkans (further in text referred to as 2025/2026 MCS) will be carried out within the scope of the EU funded, UNDP implemented “Multi-country assessment on the socio-economic vulnerabilities of Roma in Western Balkans and Türkiye” and will update the Regional Roma Survey in Western Balkans implemented in 2017. The 2025-2026 MCS will provide policymakers with comprehensive, gender-disaggregated socio-economic data related to Roma communities, contributing to more effective Roma inclusion policies. Implemented in all Western Balkans, a standardized survey will ensure cross-country/territory comparability. This Survey is expected to strengthen governmental commitment to Roma inclusion, enhance data collection and monitoring, and contribute to the EU accession processes. By aligning with human rights and gender-sensitive approaches, the Survey will promote greater equality and social inclusion for Roma communities in the region. The overall objective of this Contract is to prepare and implement a quantitative Survey in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia and to make the results available in the form of electronic data sets ready for use by analysts. The data to be collected, based on the questionnaire, will provide information on different dimensions of Roma socio-economic status and vulnerabilities, for example to include but limited to: income poverty, education, employment, health, housing, political and civic participation, discrimination, migration and access to personal documentation.
