Overview

Responsible for administering budgetary and financial internal control systems and financial risk management. Submits annual budget estimates, end/in-year reports, and annual financial statements.


Tasks Summary
  • Administer budgetary and financial internal control systems
  • Manage financial risk
  • Submit annual budget estimates, end/in-year reports, and annual financial statements
  • Control budget implementation
  • Manage budget, finance, purchasing, and contracting
  • Prepare Medium-Term Resource Plan, yearly Budget Estimates, and In-Year Reviews
  • Provide budgetary and managerial accounting reports
  • Manage international funds
  • Manage commitment authorizations and credit transfers
  • Supervise disbursing activities and countersign payment orders
  • Organize internal control of financial activities
  • Chair the Contract Award Committee
  • Assist in establishing expenditure priorities
  • Manage Budget and Finance Branch activities
  • Ensure funds are expended in line with approved budgets
  • Provide advice on budget resource allocation
  • Conduct budgetary and financial studies
  • Control write-off and disposal of property
  • Advise on tax exemptions and customs clearance
  • Check financial aspects of agreements/MoUs

Experience Requirements
  • At least 10 years related professional experience in economics, accounting, business administration, finance, procurement and contracting, management or related discipline
  • Knowledge of International Public Sector Accounting Standards (IPSAS)
  • Automated accounting knowledge
  • Familiarity with NATO financial regulations
  • Attended a NATO or equivalent Executive Development Programme
  • Attended the NATO Resource Management Education Programme (RMEP) Course
  • Working experience within an International Organization staffed by both civilian and military personnel
  • Demonstrated abilities in financial analysis and reporting
  • Previous service with NATO
  • Several years in a NATO environment or other international organizations

Qualification Requirements
  • University degree in Economics, Accounting, Business Administration, Finance, Management or related discipline
  • Standard Automated Data Processing (ADP)
  • Good knowledge of Microsoft Office Applications
  • Training in Oracle Financial Systems or equivalent

Remuneration: 8,412.64Euro (EUR) Monthly
