ILO Procurement Notice: Call for External Collaborators: Consultant on comparative study and Standard Operating Procedures-ILO ENABLE
Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: With funding from the European Union, the ILO ENABLE programme is piloting a new integrated approach model in Horsh Beirut combining skills development and short-term employment opportunities in construction sector for vulnerable groups. The model aims to bridge the skills gaps of workers engaged in construction projects by providing technical skills training including core work skills, financial education, and employability skills to increase their prospects for more sustainable employment. The first pilot targeted 155 workers (131 male, 24 female). A second pilot is currently ongoing, targeting 200 workers with introduced improvement based on pilot 1. Construction works conducted under these pilots include excavation, levelling and site preparation, masonry/concrete works, carpentry, tiling, painting, electricity, and plumbing the ILO is seeking a national consultant to a) conduct a thorough review to understand its effectiveness, challenges, lessons learned and best practices and overall impact for future scaling (building on ILO internal diagnostic and using a mixed-methods approach for analysis) and b) to develop a Standard Operating Procedures (SOPs) for such model in Lebanon (based on this review and ILO existing tools).
