UNDP Procurement Notice: Consulting Firm for a Feasibility Assessment PPPs and SDG linked business
Scope of Work UNDP in close coordination with all partners of the Programme wishes to engage a consulting firm to conduct two complementary assessments: A comprehensive feasibility assessment for Public-Private Partnerships (PPPs) in Addu and Fuvahmulah to identify viable models that can generate a stable, long-term revenue stream to cross-subsidize Marine Protected Area (MPA) management finance. A comprehensive assessment of SDG-linked investment opportunities for reef-positive businesses, including reviewing existing SDG investor maps and identifying a pipeline of businesses to be incubated by the programmes loan guarantee facility. The primary objectives are to fill a critical gap in exploring innovative financing mechanisms for the Biosphere Reserves by evaluating the legal, financial, economic, environmental, and social viability of both PPP models and direct business investments. This will address the challenge of insufficient and volatile funding for MPAs and the need to catalyze a coral-positive blue economy. The assessments will be conducted in close consultation with key stakeholders and in full consideration of national frameworks, ensuring alignment with national policies, mutual benefits for all partners, and contributions to coral reef resilience and community livelihoods under the Maldives RREEF programme.
