Overview

Responsible for initiating and leading programs in acute emergency response, providing strategic leadership, and overseeing program development and delivery.


Tasks Summary
  • Provide overall leadership and management of IRC emergency programs
  • Oversee implementation of emergency response plan and transition to country program Strategy Action Plan
  • Drive IRC’s ‘partner first’ program approach and foster local partnerships
  • Build strategic partnerships with local actors
  • Serve as a leader in building a culture of effective and respectful partnerships
  • Participate in country program management, coordination, and strategy meetings
  • Ensure programming aligns with emergency response plan, SAP priorities, and IRC’s Outcomes and Evidence Framework
  • Liaise with headquarters technical advisors and ensure application of relevant guidance
  • Ensure high-quality and adaptive technical program support and guidance to partners
  • Support development of measurement tools to assess program impact
  • Ensure alignment with MEAL Handbook and use of stringent monitoring and evaluation systems
  • Champion a culture where data and client input are used for decision making
  • Identify and pursue opportunities to improve client feedback mechanisms
  • Maintain a sound understanding of IRC emergency programs and activity plans
  • Ensure continued oversight of partner and direct delivery
  • Support and supervise implementation of strong Project Management Cycle processes and tools
  • Ensure safeguarding risks are addressed through the PCM cycle
  • Ensure program teams develop, implement, and update workplans, procurement plans, spending plans, and staffing plans
  • Contribute to and/or chair project implementation meetings

Experience Requirements
  • Track record of working independently in fast-paced environments
  • Applying creative, flexible design to protection programming in humanitarian contexts

Work Modality: ERT staff members are expected to be deployed in the field, either in an emergency or roving capacity, for 65% of the time and must be able to deploy to the site of an emergency within 72 hours of notification
