Overview
Oversee financial setup according to NRC standards and support programme/project implementation. Ensure NRC PS is well positioned to respond to current and future needs, demonstrating strong engagement and leadership in all major Finance actions while ensuring capacity building of Finance teams.
Tasks Summary
- Provide clear direction and vision to the Finance team, aligning organizational goals with KPIs.
- Manage internal and external financial risks, highlight & resolve relevant issues, and implement NRC anti-corruption policy.
- Accountable for implementing partner’s work including tracking payments, financial reports, and booking of cost.
- Oversee the implementation of all Finance related policies, procedures, strategies, and initiatives.
- Ensure all budgeting processes adhere to established minimum standards and best practices.
- Provide financial advice to budget holders and ensure adequate support to programs and support functions.
- Provide accurate, timely, and comprehensive financial analysis.
- Ensure all financial and operational data is accurate, up-to-date, and actionable.
- Ensure that country standard financial systems are established and maintained.
- Maintain overall budget control and monitor cash flows and forecasts.
- Oversee budgeting and monitoring of direct and shared costs, provide cost analysis.
- Lead the development and review of the Master Budget.
- Prepare the forecast of income annual income.
- Ensure proper use of monitoring tools to enable an accurate overview of projects, total forecast, and project spending.
- Ensure Budget Program Overview (BPO) is up to date.
- Ensure costs are allocated according to Fair Share principles.
- Elaborate budget for new proposals, ensuring donor regulations have been taken into consideration.
- Elaborate finance reports to submit to donors or do quality control and compilation.
- Conduct continuous thorough financial and contextual analyses to identify potential risks and develop strategies to mitigate them.
- Ensure appropriate measures are taken to address audit findings and recommendations.
- Oversee and be responsible for mainstreaming protection guidelines in NRC’s related activities.
- Ensure all tools and systems are aligned and reconciled, data is reliable in the system.
- Perform audit and compliance checks on all related Finance matters.
- Ensure compliance with all accounting principles, donor regulations, and local regulations.
- Develop, review, and update Finance Standard Operating Procedures for NRC PS.
- Update and follow up on financial standard requirements for Local Partners.
- Ensure that the Authorization table is up to date and in place.
Experience Requirements
- Minimum 5 years of experience working as a senior financial person in a humanitarian/recovery context.
- Experience of managing large and dynamic portfolios preferably in emergency response situations.
Qualification Requirements
• University degree in finance, accounting, or any relevant field.
