Overview

Serves as the lead technical resource on health, safety, and security risks and crisis management for Darfur Area Offices. Advises on HAS policy, procedures, and best practices, and ensures compliance with minimum standards.


Tasks Summary
  • Advise on HAS policy, procedures, and best practices
  • Contribute to the development and updating of HAS strategies, plans, and SOPs
  • Provide HAS mitigation measures for safe and secure program access
  • Conduct mandatory and tailored training courses for staff
  • Travel extensively within Sudan and conduct cross-border operations
  • Build capacity of HAS teams
  • Backstop for the HAS manager in their absence
  • Develop and maintain core HAS MOSS, including SRAs, HERP, and MERP
  • Develop and implement field-based HAS SOPs
  • Ensure communication systems, GPS tracking, and web platform communication systems are functional
  • Ensure inter-State and Area Office movement systems and procedures are in place and functional
  • Oversee HAS physical target hardening installations, upgrades, and maintenance
  • Conduct HEIST training and ensure compliance with safety procedures
  • Support programme activities with specific tasks
  • Support international and domestic staff travel
  • Provide first response capability to critical HAS incidents
  • Provide ad-hoc analytical assessments or scenario analysis
  • Represent NRC in tactical or operational INGO or Inter-Agency HSS forums or clusters

Experience Requirements
  • Minimum 4 years in the field of security
  • Demonstrated experience working in good cooperation with country managers and developing cooperative and effective security risk management teams
  • Documented results related to the position’s responsibilities
  • Previous experience of working in complex and volatile contexts
  • Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to senior management and to a wide range of audiences

Qualification Requirements

Bachelor’s degree in a relevant field
