Overview

Leads the development and evolution of the Human Mobility Hub (HMH) grant portfolio, ensuring programme quality and support. Accountable for Project Cycle Management and the Monitoring, Evaluation, Accountability, and Learning (MEAL) system.


Tasks Summary
  • Guide the development and evolution of the HMH grant portfolio
  • Ensure a robust MEAL system and coordinate learning efforts
  • Oversee internal NRC processes linked with Partnerships and Partnerships focussed MEAL
  • Support in the development of multi-year funding strategy, programme forecasts and identify funding opportunities
  • Manage the development of submissions to donors, including project proposals and coordinate input for reporting to donors
  • Responsible for quality control of donor applications and reports
  • Responsible for partnership contract management and partnership strategy development
  • Responsible for the management of consortia
  • Ensure a robust learning agenda and that learning is socialised
  • Ensure a robust MEAL system is in place, including an appropriate community feedback mechanism
  • Line management, team building and staff development within the Programme Support Unit
  • Ensure all programme staff are trained in NRC’s project cycle management
  • Deputise for the HMH Director as needed

Experience Requirements
  • Preference for 6 years of experience working with complex grants and partner-based project portfolios within humanitarian/recovery and complex contexts
  • Experience of working on, coordinating or leading consortia or other forms of partnership implementation
  • Experience in programming alongside local actors and partners, shifting power to a more local level
  • Experience with start-up operations, and innovative business models of aid
  • Experience in MEAL systems and approaches, learning elements/background needed
  • Experience in programme evaluation, learning exercises, and systems change
  • Leadership experience with strong people development capacity
  • Strong knowledge of the context in North Africa and/or West Asia
  • Knowledge of donor landscapes in North Africa and beyond, with high fluency in ECHO, NMFA, FCDO, SDC, GFFO
  • Capable of working independently, with limited supervision, as well as working well within a team environment
  • Strong remote management and remote engagement capacities

Other Details

Languages Required: Fluency in English, both written and verbal.

Languages Preferred: Arabic and/or French would be an advantage.

Contract Duration: Upto Dec 2026 with possible extension.

Remuneration: Grade 10 on NRC's grading structure.
