UNDP Viet Nam is commissioning a A consulting firm to conduct Stakeholder mapping and Baseline study for blue carbon potential in Viet Nam for the Project "Integrated Framework for Climate Change, Energy and Environment Initiatives (IFCEE)". Women-owned companies are encouraged to bid. Preference will be given to equally technically qualified women. Country: Viet Nam Period of assignment/services: Approximately 99 mandays, from January – 31 March 2026. Overall objective: The objective of this assignment is to engage a qualified consulting firm to deliver a comprehensive overview of the blue carbon landscape in Viet Nam. This will be achieved through the development of (i) a baseline report on blue carbon potentials; and (ii) a mapping report of key stakeholders and ongoing blue carbon action projects. The resulting reports will provide a coherent knowledge base to inform the identification of priorities and the formulation of an action plan under the National Blue Carbon Action Parnership (NBCAP). They will also provide critical inputs to guide the subsequent development of the National Blue Carbon Action Roadmap. Specifically, the assignment aims to: - Establish a comprehensive evidence base and diagnose strategic investment and financing gaps for national blue carbon development by consolidating existing data on the status, extent, and spatial distribution of blue carbon ecosystems, reviewing relevant policy and regulatory frameworks, and conducting a rapid assessment of existing funding flow, financing mechanisms, and implementational barriers for blue carbon actions. - Systematically map the strategic landscape of actors and actions by identifying key stakeholders and inventorying existing blue carbon projects. This analysis must propose concrete coordination mechanisms and engagement channels to catalyze strategic and coordinated actions under NBCAP.
