Overview
The ET Consultant - GFF Country Coordinator will support the implementation of the Global Financing Facility (GFF) in Sierra Leone, focusing on coordinating stakeholders and aligning national health plans with GFF objectives.
Tasks Summary
- Support the organization and implementation of analytical work for the Investment Case (IC).
- Assist the GFF Government Focal Point in finalizing and updating the IC and Results Framework.
- Lead processes to design and assess the validity, progress, and outcomes of IC priorities.
- Monitor government expenditures related to IC and operational plan priorities.
- Support and facilitate institutionalization of resource mapping, costing, and expenditure tracking.
- Liaise with the GFF Secretariat country Focal Point to identify technical expertise.
- Integrate IC monitoring with broader health sector and multisectoral monitoring plans.
- Assist the government in mapping resources and stakeholder investments for budget alignment.
- Support the government in identifying and forming a country platform for GFF joining countries.
- Convene multistakeholder country platform meetings and produce minutes with action plans.
- Identify and map forums for advocacy and decision-making on RMNCAHN-G and health resource allocation.
- Engage in regional forums as appropriate.
- Provide status reports on the use of GFF Trust Fund investments.
- Provide quarterly input into the GFF Country Engagement platform.
- Support preparation of Country Engagement Strategy Review and updates.
- Collaborate with GFF Secretariat results specialists to support data use.
- Provide logistical and administrative support for GFF Secretariat Missions and in-country operations.
- Provide orientation and technical assistance to the GFF Government focal point.
- Produce and disseminate communication materials to inform stakeholders about the GFF.
- Participate in GFF multi-media missions as needed.
- Conduct meetings with financiers/donors/civil society/other stakeholders.
- Support GFF Focal Point to ensure effective and timely use of BETF resources.
- Organize meetings with partners for GFF Secretariat and WB staff.
- Support World Bank task teams in project operations.
- Support WB Country office and Task Team Leads in their stewardship function.
Experience Requirements
- At least 10 years of work experience in RMNCAHN-G and/or health systems strengthening or other areas that require strong results-focus and coordination of stakeholders.
- Demonstrated experience in effective coordination and stakeholder engagement, including government, donors, development partners, civil society, youth and the private sector.
- Proven leadership skills.
- Strong organization skills with ability to multi-task and prioritize actions with attention to detail.
- Basic ability to analyze data.
- Proficiency with problem-solving including risk identification and management, conflict management, negotiation.
- Knowledge of GFF-related systems in the country (e.g., health, social protection, education, etc.).
- Experience working in reproductive, maternal, newborn, child and adolescent health/nutrition or health financing would be an asset.
- Experience with or understanding of GFF and/or World Bank operations would be an asset.
Qualification Requirements
Master’s Degree in a field revenant to the work of the GFF (e.g., Public Health, Public Administration, Economics, Health Economics or any other relevant field).
