Overview
The Counsel will function as a legal advisor to internal World Bank clients, providing legal advice and support on operational, advisory, financial, administration, and institutional matters.
Tasks Summary
- Cover a broad portfolio within legal and policy issues in LEGOP’s work program, with a particular focus on fraud and corruption issues or legal and policy issues arising from private sector participation in public investments.
- Engage in policy discussions and negotiations with officials internally and externally.
- Conduct comparative legal analyses and propose appropriate solutions.
- Provide legal support to ongoing projects and programs for adherence to World Bank Group policies and procedures.
- Prepare legal memoranda on pertinent legal and policy issues.
- Support the development of policies, procedures and guidance and delivery of trainings.
- Assist with the strategic engagement with the Board of Executive Directors.
- Participate in missions and negotiations.
- Write and review policy papers, undertake legal research and contribute to dissemination of policy and best practices.
- Prepare legal briefs on diverse topics.
- Perform ad hoc assignments as requested.
Experience Requirements
- At least 5 years of relevant experience.
- Experience in international, administrative, commercial or contract law, in transactional legal and/or policy work including the preparation of policy papers.
- Experience with risks and frameworks applicable to integrity (fraud and corruption) and/or public private partnerships (PPP).
- Familiarity with the work of international financial institutions is a plus.
- Familiarity with regulatory, transactional or policy issues arising from private investments in emerging markets is a plus.
- Familiarity in the use of varied legal research sources (including electronic sources on the internet) and other databases, including AI tools.
Qualification Requirements
- Law degree: JD, LLB, LLM, or equivalent.
- Be admitted/qualified to practice law in at least one jurisdiction.
