Overview
The Area Programme Manager is responsible for the quality and timely implementation of DRC’s programs in Hajjah, Saada and Hodieda, ensuring cross-cutting programmatic management in alignment with a cohesive programmatic vision for the area.
Tasks Summary
- Ensure efficient and effective systems for Project Cycle Management.
- Lead monthly program reviews for grants.
- Maintain oversight of monthly progress against project indicators.
- Ensure high-quality internal and donor programmatic reports are submitted.
- Ensure procurement plans and budget expenditure forecasts are updated.
- Support PMs and Team Leaders in project implementation and identifying integration opportunities.
- Identify risk areas to project delivery and coordinate solutions.
- Assure compliance with DRC standards and donor regulations.
- Ensure project kick-off and closure meetings are conducted.
- Ensure technical direction for implemented projects aligns with DRC strategies.
- Promote, support, and drive lessons learned and quality standards.
- Support project managers and Team Leaders in identifying technical capacity building needs.
- Ensure technical support is provided to field programs.
- Travel frequently to program sites for support, representation, and growth opportunities.
- Ensure projects have sufficient exit strategies.
- Contribute to planning and implementation of needs assessments.
- Maintain oversight of contextual changes.
- Coordinate with Country Office for proposal development.
- Lead narrative and budget development of proposals and concept notes.
- Develop programmatic strategies and contribute to Area Office planning.
- Directly supervise Sectoral Program Managers/Team Leaders.
- Ensure performance objectives and KPIs are established for direct reports.
- Provide constructive feedback and support performance management.
- Develop staff competence through recruitment, leadership, training, and coaching.
- Support PMs/TLs in ensuring sufficient staffing structures.
- Support PMs in operational aspects and liaise with Support functions.
- Represent DRC at coordination forums and meetings.
- Represent programmes in the North Area Office within the Area SMT.
- Develop rapport with Key Stakeholders.
- Assist Area Manager in conducting stakeholder analyses.
- Maintain high level of security awareness and adhere to safety regulations.
Experience Requirements
- Minimum 5 years of program development and implementation experience in a volatile and complex humanitarian setting.
- Preference for candidate with technical program experience in one or more of DRC Yemen’s key sectors (Economic Recovery, Protection, CCCM/Shelter, WASH).
- Minimum 4 years in staff management in a highly operational INGO.
- Strong preference for demonstrated capacity building and coaching skills.
- Excellent negotiation and communication skills – verbal and written.
- Strong understanding of donor compliance.
- Strategic thinker.
- Ability to adapt to complex and stressful working conditions.
- Willingness to follow security policies and procedures.
- High-level knowledge and practice with ERP, Word, Excel, Outlook, etc., as well as data analysis.
- Ability/willingness to work with extremely tight deadlines and balance multiple tasks.
Qualification Requirements
• Master’s degree in relevant field of social science such as humanitarian action and development; or an additional 4 years of relevant work experience in lieu.
