Overview

Consultancy to develop a comprehensive Strategic Basin Investment Programme for the transboundary Zambezi Watercourse, aiming to build resilience and promote sustainable development.

Tasks Summary
  • Develop a Draft Inception Report outlining methodology and timeline.
  • Map stakeholders and prepare a stakeholder engagement plan.
  • Conduct a desk review of initiatives impacting the basin and perform a SWOT analysis.
  • Conduct field/scoping visits for consultations.
  • Assess effectiveness of past approaches and identify obstacles.
  • Conduct technical and financial feasibility analyses of proposed interventions.
  • Conduct institutional analysis and develop institutional arrangements.
  • Estimate economic costs and benefits, and assess financial viability.
  • Provide indicative total programme cost breakdown.
  • Quantify socio-economic co-benefits.
  • Identify risks and mitigation measures.
  • Define disbursement, financing plan, and resource mobilization strategy.
  • Integrate gender and social inclusion strategies and prepare a Gender Mainstreaming Action Plan.
  • Develop programme objectives, components, sub-components, activities, and cost tables.
  • Map funding sources and financing mechanisms.
  • Prepare and submit a comprehensive basin Situational Analysis Report.
  • Prepare and submit the Draft Basin Investment Programme.
  • Present the draft Basin Investment Programme and Project Proposals.
  • Prepare the final project documents.
Experience Requirements
  • 10 years of relevant experience in assessing investment needs and developing action/investment plans in water, natural resources or related fields.
  • Experience in having prepared at least 2 investment plans/programmes.
Qualification Requirements
  • Advanced degree (Master’s degree and above) from an institution recognized by the International Association of Universities (IAU)/UNESCO in water resource management, natural resources management, environmental management, natural sciences or any equivalent educational background other discipline relevant to the work of the Organization.
  • Consultants with a bachelor's degree need two additional years of relevant professional experience.
