Overview

The Principal Evaluator will be responsible for the overall management and timely delivery of the terminal evaluation of the UNEP project “Enforcing Environmental Treaties Implementation in African, Caribbean and Pacific (ACP) Countries (ACP MEAs III)”. The evaluation aims to assess project performance and determine outcomes and impacts.

Tasks Summary
  • Manage the inception phase, including desk review, introductory interviews, drafting Theory of Change, preparing evaluation framework, developing protocols, planning schedule, and preparing Inception Report.
  • Conduct data collection and analysis, including further desk review, in-depth interviews, potential evaluation missions, reporting progress, and keeping project manager informed.
  • Manage the reporting phase, including drafting and finalizing the Main Evaluation Report, preparing a Response to Comments annex, and preparing an Evaluation Brief.
  • Manage relations with evaluation stakeholders, ensuring a participatory process while maintaining independence, and communicating issues to the Evaluation Manager.
Experience Requirements
  • A minimum of ten (10) years of experience of technical / evaluation experience.
  • Preferably including evaluating large, regional or global programmes.
  • Preferably using a Theory of Change approach.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
  • A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • A good/broad understanding of environmental governance (especially in relation to biodiversity or chemicals or pollution or ocean governance) is desirable. • Knowledge of the UN system and specifically the work of UNEP is desirable.

Contract Duration: 8 months

Work Modality: Home-based (potentially with field visits)
