Overview

This call for expression of interest seeks Diaspora members with expertise in EU accession processes to support institutional reforms in North Macedonia. The objective is to leverage Diaspora knowledge and experience to advance the country's EU integration path.

Tasks Summary
  • Delivering lectures, seminars, and thematic presentations on EU institutions to Macedonian institutions on EU accession-related policies and processes.
  • Participating in expert or study visits, including on-the-job training and mentoring of civil servants in relevant institutions.
  • Providing advisory support, in person or online, aimed at transferring knowledge and guidance on EU integration processes, legislative alignment, and institutional reforms.
  • Engaging remotely, including online consultations, advisory sessions, and participation in working groups or expert panels.
Experience Requirements
  • Relevant professional experience in institutions, bodies, or agencies of the European Union; public administrations of EU Member States at national, regional, or local levels; academic institutions, universities, or research centers; think tanks and policy institutes; and/or civil society organizations with a proven focus on EU-related policies, governance, or public administration.
  • Academic background and qualifications aligned with thematic areas and EU acquis chapters.
  • Practical experience in supporting EU accession processes, including preparation and drafting of analyses and policies; development of action plans, strategies, or reform roadmaps; and contributions to progress reports, assessments, screening activities, or alignment with the EU acquis.
  • Strong knowledge of the EU acquis, with expertise in one or more chapters.
  • Hands-on experience with EU institutions or EU Member State administrations.
  • Understanding of the EU accession process, including screening, negotiations, benchmarks, action plans, progress reports.
  • Experience in legislative alignment & policy transposition.
  • Experience in gap analysis, compliance assessments, implementation monitoring.
  • Institutional reform experience, including strengthening administrative capacity, coordination mechanisms, and governance systems.
  • Policy analysis and drafting experience.
  • Strategic planning experience.
  • Monitoring & evaluation experience.
  • Public administration reform (PAR) experience.
  • Experience in Rule of law, fundamental rights & governance.
  • Experience in human rights and gender equality.
  • Experience in migration management & mobility.
  • Experience in digital transformation.
  • Experience in institutional coordination.
  • Knowledge transfer and capacity-building skills.
  • Experience working in multicultural environments.
