Overview

The Project Associate (Admin and Finance) will support the smooth implementation of the project by managing administrative functions and overseeing the project budget and financial resources. The role focuses on ensuring compliance with financial policies and procedures.

Tasks Summary
  • Assist in managing and updating project assets.
  • Ensure timely delivery of procurement processes.
  • Assist in maintaining logistics and equipment.
  • Arrange meetings and training materials.
  • Ensure e-requisition, collection and evaluation of quotations.
  • Process payments to vendors.
  • Support HR planning and staff onboarding/resignation processes.
  • Support vehicle movement and management.
  • Coordinate high-level meetings, workshops and events.
  • Assist in settlements of DSA and other claims.
  • Support project missions.
  • Assist in managing financial resources according to donor, UNDP and government rules.
  • Create project budgets in QUANTUM.
  • Monitor quarterly financial expenditures and develop strategies for work plan implementation.
  • Ensure timely review and processing of payments to service providers and vendors.
  • Provide financial analysis and oversight for all project resources.
  • Ensure proper planning and expenditure tracking in compliance with UNDP POPP and donor rules.
  • Design Chart of Accounts for the project.
  • Monitor disbursement of funds periodically.
  • Reconcile FACE/FR with Combined Delivery Report (CDR).
  • Ensure all QUANTUM related transactions are processed correctly.
  • Assist in monitoring the financial performance of supply management systems.
  • Identify and report on budgetary shortfalls/surpluses.
  • Provide operational and coordination support to FRA intervention activities.
  • Support organization, logistics, and follow-up of meetings related to agricultural climate risk insurance solutions.
  • Assist in coordination with stakeholders involved in FRA and insurance activities.
  • Support preparation and consolidation of operational documents related to FRA and insurance activities.
  • Ensure compliance of operations with UNDP rules, regulations, policies, and procedures.
  • Establish or fine-tune UNDP and Donor financial procedures.
  • Provide advice on strategies, policies, and plans affecting project finance management.
  • Ensure preparation of the Project’s Quarterly Report and monthly/annual Cash Flow Forecasts.
  • Prepare and submit periodic financial reports.
  • Ensure timely transfer of donor contributions to UNDP.
  • Prepare financial reports for Project Board and Project management.
  • Oversee the preparation of monthly financial statements and reconciliations.
  • Ensure timely recording of expenditures.
  • Assist in facilitating financial audits and follow up on audit observations.
  • Comply with the internal expenditures control system.
  • Ensure timely corrective actions on un-posted vouchers.
  • Support management of project assets and facilitate project closure process.
Experience Requirements
  • Minimum 7 years (with Secondary Education) or 4 years (with bachelor’s degree) of relevant experience in the field of finance and accounting is required.
  • Knowledge of IPSAS and/or IFRS is required.
  • At least one year of working experience in planning, implementation and backstopping of development projects focusing on formulating work plans, budgets, proposals, procurement plans and their implementation.
  • At least one year of experience in international organization as Admin and Finance professional.
  • Professional experience to deal with audit and experience in preparing response if any observation recommended.
  • Demonstrated experience to monitor budget and modify by ensuring the compliance/conformity of supporting documents.
Qualification Requirements
  • Secondary Education is required.
  • University degree (Bachelor’s degree) in Finance or Accounting will be given due consideration, but not a requirement.
  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP).
