Overview

The Programme Analyst (Planet) role focuses on developing and overseeing programmes and projects related to resilience and climate change, ensuring alignment with strategic goals and contributing to sustainable development outcomes.

Tasks Summary
  • Coordinate programme/project design with development partners, UN Agencies and implementing partners.
  • Contribute to the analysis of political, social, and economic situations.
  • Identify and analyze strategic programmatic areas of cooperation.
  • Promote and facilitate innovation and identification of innovative development solutions.
  • Contribute to the design of the climate finance strategy.
  • Contribute to sector mapping to inform financing priorities and strategies.
  • Ensure regular monitoring and analysis of programme results.
  • Ensure women empowerment and gender mainstreaming aspects are integrated in all programmes/projects.
  • Ensure effective application of results-based management tools and high-quality reporting.
  • Ensure results of projects are appropriately entered into Corporate systems.
  • Participate and contribute to MCO and Inter-Agency thematic focal teams.
  • Ensure robust monitoring of key performance indicators and risks of the portfolio.
  • Ensure effective monitoring of pipeline management system.
  • Apply UNDP’s Enterprise Risk Management (ERM) framework.
  • Oversee implementation of Projects to meet set targets.
  • Ensure UNDP’s support to development institutions.
  • Contribute to pipeline and portfolio development.
  • Ensure planning and oversight of the assigned portfolio of programmes/projects.
  • Ensure annual work planning, monitoring, evaluation and reporting.
  • Provide quality assurance of the entire cycle of programming and management of portfolios.
  • Provide quality assurance of documentation for project extensions, revisions, or checklists.
  • Quality assure project documentation prior to final approval.
  • Exercise transaction approval for development projects.
  • Implement Harmonized Approach to Cash Transfer (HACT) framework.
  • Perform clearance measures.
  • Support assessment of barriers and opportunities for private sector engagement.
  • Ensure oversight of planning, budgeting, implementing and monitoring of the programme.
  • Ensure compliance with a cost-recovery system.
  • Coordinate and quality assure the completion of Vertical Funds project development stage.
  • Ensure adherence to UNDP Programme and Operations Policies and Procedures (POPP).
  • Identify opportunities and support engagement on potential joint programming.
  • Ensure development and implementation of MCO partnerships and resource mobilization strategies.
  • Support deployment of partnership strategies.
  • Develop strong partnerships with relevant development partners and government.
  • Propose new project concepts.
  • Ensure preparation of analysis and research of information on partners.
  • Contribute to engagement, networking and mobilization of experts.
  • Implement strategies for government cost-sharing.
  • Ensure quality and timely donor reporting.
  • Ensure integration of evaluation findings, real-time monitoring data, and applied learning.
  • Ensure capacity building of national counterparts.
  • Maintain effective network with development partners and Government.
  • Contribute to development and implements awareness building and advocacy.
  • Contribute to corporate, regional and MCO events, knowledge networks and communities of practice.
  • Draft and promote best practices and lessons learned.
  • Facilitate knowledge building and management.
  • Contribute to development of training materials and organizes workshops.
  • Perform other duties within the functional profile as assigned.
  • Supervision, performance management and development of the Programme Associate and relevant project-funded personnel.
Experience Requirements
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant working experience at the national or international level in providing policy and/or management advisory services on nature, climate or energy.
  • Experience in providing oversight and advisory services to multiple complex development projects in the area of nature, climate change, energy, development/climate financing or disaster risk reduction is desirable.
  • Knowledge and experience in the management of funding mechanisms on environmental portfolio including GEF and GCF is a strong asset.
  • Strong interpersonal and communication skills is a requirement.
  • Demonstrated multi-stakeholder facilitation and coordination skills.
  • Demonstrated ability in people management and working with diverse teams is an advantage.
  • Prior experience in a UN Agency and/or international organizations is an advantage.
  • Experience working with high-ranking officials is an asset.
  • Experience in the usage of computers and office software packages, experience in handling web-based management systems.
Qualification Requirements
  • Advanced university degree (master's degree or equivalent) in Development Financing, Environmental Economics, Natural Resources Management, Climate Change, International Development, Business Administration, Public Administration, Development Economics, Economics, International Relations, Political Sciences, Social Sciences, or related field, or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience.
  • Professional Certification in programme or project management (e.g., PRINCE-2, MSP etc.) is a distinct advantage.

Languages Required: English and Itaukei, and or Fiji Hindi/Chinese/Rotuman
