Overview
The Economic Recovery Manager will manage DRC Economic Recovery programming, ensuring compliance with procedures and contributing to area strategies. The role involves providing support and technical guidance to base operations.
Tasks Summary
- Manage DRC Economic Recovery programming, including cash and voucher activities, business training, SME development, business grants, life-skills training, and vocational training.
- Ensure compliance with DRC procedures and guidelines in line with area and country strategy.
- Represent DRC in humanitarian coordination fora and engage with UN & NGO counterparts.
- Represent the programme to partners and authorities.
- Provide vision, leadership, and direction to the Economic Recovery team.
- Oversee administration and implementation of grants, personnel, and M&E.
- Ensure positions are staffed and projects are on track, reporting challenges and escalating issues.
- Lead and manage the sector team, including people planning, performance, well-being, and development.
- Provide staff capacity building.
- Manage the Economic Recovery portfolio in the area in line with project objectives, targets, indicators, and timelines.
- Oversee programme quality of current and proposed projects.
- Approve spending on allocated program lines and ensure accurate budget management and oversight.
- Ensure compliance of current & proposed projects within the scope of DRC programme department.
- Be accountable for programme progress against targets and quality.
- Develop clear lines of communication between project staff, support service staff, other humanitarian partners, and authorities.
- Ensure accurate and timely internal and donor reporting.
- Develop program monitoring tools and generate evidence-based project documentation.
- Conduct quality control and site monitoring.
- Ensure program monitoring as per expected outputs and outcomes.
- Monitor financial spending and budgets.
- Continuously update project documentation and files.
- Explore new business and partnerships within the area of implementation.
- Develop quality proposals, concept notes, and budgets.
- Develop and undertake needs assessments to inform program design and strategic direction.
- Conduct rapid needs assessments in the event of an emergency.
- Coordinate DRC's Economic Recovery response with other sectors.
- Ensure an integrated and area-based approach to the humanitarian response.
- Represent DRC to national authorities.
- Represent the Economic Recovery program with other humanitarian actors and coordination mechanisms.
- Share relevant project information with stakeholders.
Experience Requirements
- At least 5 years' experience in a project/program management role.
- Experience in Livelihood/agriculture/market-based interventions programming is a must.
- At least 3 years’ experience with people and team management (team leader/coordinator/manager) positions.
- Skills and experience in project/program planning, delivery, monitoring, reporting, review, and evaluation.
- Experience in working in complex emergencies or challenging security settings and within security management frameworks.
