Overview

The Roving Operations MEAL Officer will support the design, improvement, and operationalisation of the MEAL system in South Sudan, including managing program and field data, planning, monitoring, and reporting for all program/projects, and managing community feedback and accountability systems.

Tasks Summary
  • Support in designing, improvement, and operationalisation of the MEAL system.
  • Develop baseline and end-line assessment tools and methodologies.
  • Manage programme and field data and oversee the collection processes.
  • Design and manage the databases.
  • Support the design and implementation of Logical Frameworks and Monitoring and Evaluation Plans.
  • Regularly track progress on all targets and indicators.
  • Leads on analytical processes, including vulnerability analysis, post-distribution monitoring, M&E reporting.
  • Support in establishing, operationalisation and strengthening up FCRM system.
  • Setting up and managing complaint and feedback mechanism.
  • Provide support and training for other staff on accountability.
  • Plan, Support and facilitate learning sessions at field level.
  • Plan and coordinate project reviews, evaluations.
  • Conduct quality control tests on all incoming data.
  • Coordinate and share learning related to MEAL practices.
  • Collect timely top-line output data from all programmes and field Offices.
  • Maintain a tracking spreadsheet for MEAL activities and events.
  • Coordination with Project Managers regarding field operational needs.
Experience Requirements
  • At least 3-4 years’ experience in project monitoring, evaluation, and reporting an officer position with a reputable I/NNGO and UN agency
  • Proven experience in designing and implementing monitoring and evaluation systems, plans, tools, and methodologies.
  • Good experience working as a part of team
  • Demonstrated ability to design and implement monitoring and evaluation frameworks, plans, and tools.
Qualification Requirements

• A relevant Proven degree in Economics, social science, or a related discipline, with a good understanding of WASH, EFSVL, Protection, Education, Peace Building, and governance program implementation and implementing MEAL activities for related activities
