Overview

The Independent Consultant Evaluator will lead the research, drafting, validation, and finalization of deliverables for the final evaluation of Sida’s Humanitarian Framework Agreement V implemented by IRC.

Tasks Summary
  • Lead research, drafting, validation, and finalization of evaluation deliverables.
  • Conduct a desk review of materials across 29 Sida HFA-funded countries, including Strategic Action Plans (SAPs) and Annual Statistics.
  • Conduct an in-depth review of materials for five deep-dive countries: Ethiopia, Myanmar, Nigeria, Venezuela, and Yemen.
  • Collect primary data for the five deep-dive countries through virtual and in-person focus group discussions, key informant interviews, and small-scale surveys.
  • Travel to Nigeria and Ethiopia for in-person data collection.
  • Host validation sessions with each deep-dive country.
  • Submit an inception report (along with data collection tools), interim report, draft evaluation report and presentation, and final evaluation report and presentation (along with all raw datasets).
Experience Requirements
  • Minimum five years of experience designing, implementing, and supporting evaluations and/or research studies.
  • Author or co-author on several recent evaluations, research reports, or other relevant publications.
  • Experience collecting data at community level in multiple IRC countries.
  • Experience and comfort with traveling to complex international contexts; ability to navigate and manage logistics independently.
  • Preferred: Experience with Sida programming and/or flexible funding mechanisms.
  • Preferred: Experience working or traveling in Nigeria, Ethiopia, Myanmar, Venezuela, or Yemen.
Qualification Requirements
  • Advanced degree in relevant field such as statistics, international development, public policy, or other social sciences.
  • Advanced training in quantitative data analysis and/or evaluation methodologies.
Other Details

Languages Required: • Fluency in English.

Languages Preferred: • Proficiency in Spanish or Arabic.

Contract Duration: 8 month period (February 2026 – September 2026)

Work Modality:

Remuneration: • Maximum of USD $500 per day rate over 65 working days. • Travel costs (flights, lodging, transportation, etc.) will be reimbursed after submission of expense reports and receipts.
