Consultant (Category B) – General Security Curriculum

Overview

The objective of the consultancy is to support IOM Lebanon’s efforts to strengthen the institutional capacity of the General Directorate of General Security (GSD) by developing a standardized and sustainable training curriculum aligned with international immigration and border-governance standards.

Tasks Summary

• Review existing GSD training materials, SOPs, and operational manuals.
• Identify priority thematic areas and training needs.
• Map existing curricula and relevant materials.
• Develop a modular training curriculum covering GSD’s functional areas.
• Conduct a validation workshop with GSD and IOM.
• Integrate feedback and finalize the training package.
• Prepare an implementation roadmap.

Experience Requirements

• At least 7 years of professional experience in migration governance, border management, or curriculum design for law enforcement or immigration agencies.
• Proven experience in training design, adult learning methodologies, and institutional capacity development.
• Demonstrated familiarity with IOM’s Immigration and Border Governance framework and international best practices is an asset.
• Prior work experience with an international organization and/or providing technical assistance to national authorities is an asset.

Qualification Requirements

• Bachelors or Equivalent
• Advanced degree in Migration Studies, Border Management, Security Studies, International Relations, or a related field.

Other Details

Languages Required: Fluency in Arabic and English is required.

Languages Preferred: a good level of French is advantageous.

Contract Duration: Up to 11 months

Work Modality: home-based; however, travel within Lebanon will be required
