Overview
Provision of specialized technical leadership to design, establish, and support the implementation of an integrated Monitoring, Evaluation, Accountability and Learning (MEAL) system across IOM Papua New Guinea programmes.
Tasks Summary
- Lead the design, operationalisation, and ongoing management of a mission-wide MEAL system.
- Develop, review, and refine country-level MEAL strategies, frameworks, tools, and workplans.
- Oversee project risk monitoring processes.
- Establish and apply quality assurance mechanisms.
- Maintain and periodically adjust programme and project monitoring frameworks.
- Coordinate identification of key performance questions, indicators, and monitoring parameters.
- Oversee the design and implementation of monitoring frameworks, real-time monitoring systems, outcome monitoring, and Post-Distribution Monitoring (PDM).
- Ensure alignment of MEAL tools with global standards and promote the consistent use of digital data collection platforms.
- Lead or technically support baseline, midline, endline surveys, evaluations, feasibility studies, and special studies.
- Support the management of external evaluations.
- Contribute to inter-agency and UN monitoring initiatives.
- Supervise and coordinate MEAL support activities carried out by staff and field focal points.
- Monitor compliance of monitoring and evaluation arrangements with donor, UN, and institutional requirements.
- Review existing sectoral and socio-economic data sources and methodologies.
- Provide technical support for the implementation and strengthening of IOM’s AAP framework.
- Support the establishment and/or strengthening of functionality of inclusive, confidential, and culturally appropriate feedback systems.
- Set up and manage systems to collate, and analyse feedback trends and ensure timely responses and closing of feedback loops.
- Promote protection principles, gender equality, and disability inclusion across MEAL activities.
- Facilitate learning processes such as after-action reviews, learning reviews, pause-and-reflect sessions, and thematic learning events.
- Support the development of knowledge products.
- Promote the use of evidence and lessons learned to inform programme adaptation and decision-making.
- Provide technical inputs to research initiatives.
- Ensure systematic dissemination of monitoring and evaluation findings to stakeholders.
- Lead the drafting and technical MEAL review of donor reports, government submissions, institutional reporting products, and coordinate IOM inputs to UNCT frameworks.
- Lead the review and quality assurance of partner and field reports.
- Support the development of dashboards and data visualizations.
- Contribute to situation reports, project briefs, and analytical products.
- Draft regular monitoring updates and performance analyses.
- Provide technical mentoring and capacity-building support to staff, partners, and community focal points on MEAL, RBM, AAP, evaluation methods, and digital data collection.
- Design and deliver MEAL-related trainings and workshops.
- Represent IOM PNG in MEAL, AAP, assessment, and monitoring technical working groups and coordination fora.
- Support MEAL inputs to project development processes.
- Ensure that project proposals and budgets include adequate provisions for monitoring, evaluation, and learning activities.
- Participate in partner selection and oversight processes related to surveys, studies, and evaluations.
Experience Requirements
- Demonstrated experience in MEAL within humanitarian and/or development contexts.
- Strong knowledge of RBM, monitoring systems, evaluation methodologies, and data analysis.
- Experience working with UN agencies, INGOs, government counterparts, and community-based structures.
- Experience supporting AAP mechanisms and community engagement approaches.
- Proficiency with digital data collection tools (e.g. Kobo, ODK, CommCare, PRIMA).
- Strong analytical, reporting, facilitation, and coordination skills.
Qualification Requirements
- Master’s degree in International Development, Social Sciences, Public Health, Statistics, Economics, Migration Studies, or related fields with at least two (2) years of relevant experience; or
- Bachelor’s degree with at least four (4) years of progressive professional experience in MEAL.
