Overview

The Senior Programme Officer will support the management, oversight, and coordination of programme activities, contributing to resource mobilization and ensuring accuracy of results reporting.

Tasks Summary
  • Stimulate, catalyze and lead project development and contribute to a comprehensive resource mobilization strategy.
  • Ensure accuracy of results reporting and recommend process improvements.
  • Advise on IOM’s response, opportunities, challenges and risks and prepare proposals.
  • Provide technical leadership and guidance to key stakeholders.
  • Lead, and monitor project design and implementation, managing and monitoring resources.
  • Supervise the work of direct reporting staff.
  • Coordinate the selection and recruitment of relevant project staff.
  • Contribute to building the capacities of IOM staff.
  • Review donor and other reports for consistency and accuracy.
  • Liaise with Head of Operations and programme support staff to ensure high quality programming.
  • Participate actively within the UN crisis coordination architecture and represent IOM.
  • Report regularly to the Regional Crisis Coordinator and other relevant staff.
  • Facilitate knowledge generation and management.
  • Conduct regular field visits to Country offices and build strong working relationships with stakeholders.
  • Identify needs and priorities for cooperation and project development.
  • Collaborate with the Regional Office and HQ in the coordination and implementation of high-level meetings.
  • Collaborate with relevant units in public relations and media activities.
  • Support the implementation of safety and security measures for personnel and assets.
  • Contribute to country offices, Business Continuity Plans (BCP) and risk mitigation and management mechanisms.
  • Perform other duties that may be assigned.
Experience Requirements
  • Master’s degree with seven years of relevant professional experience; or
  • University degree with nine years of relevant professional experience.
  • Experience in the Middle East and North Africa region.
  • Experience in country or field-level humanitarian programmes with displaced populations.
  • Experience in liaising with inter-agency mechanisms and stakeholders.
  • Experience in developing strategic products for knowledge and information management.
  • Significant experience in general management, project and resources management.
  • Significant experience in diplomacy, fundraising, and public relations.
  • Experience in delivering large and diverse programmes in complex settings.
Qualification Requirements
  • Master’s degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution; or
  • University degree in a relevant field from an accredited academic institution.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Contract Duration: • Up to 9 months • Initial Contract Duration: 6 months
