UNDP Procurement Notice: RfP for communication support for marine law and policy revision
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the communication support for marine law and policy revision, blue economy & blue carbon initiatives and support Project finalization. Viet Nam has more than 3,260 kilometers of coastline providing great natural capital for economic growth. In alignment with Resolution No. 36-NQ/TW on the Strategy for Sustainable Development of Viet Nams Marine Economy, the country prioritizes the development of six key marine economic sectors: (1) marine tourism and services; (2) maritime economy; (3) exploitation of oil, gas, and other marine mineral resources; (4) aquaculture and seafood exploitation; (5) coastal industry; and (6) renewable energy and emerging marine economic sectors. It also has significant potential for onshore and offshore wind energy production which, if developed sustainably, will support energy security and help Viet Nam to meet its carbon neutrality targets by 2050. In alignment with the above, UNDP is seeking a National Firm to provide high-level technical, communication, and organizational support to VASI and UNDP from February to June 2026 with the key objectives as follows: Develop a comprehensive communication strategy, plan and prepare contents to support the revision of the Law on Natural Resources and Environment of Seas and Islands by translating complex legal concepts into inclusive, accessible outreach materials and facilitating the dissemination of them through multi-channel events to enhance public awareness and foster stakeholder consensus. Support the finalization and dissemination of the Blue Book 2.0, focusing on promoting MSP implementation, private private/business sector engagement in the blue economy, and ocean governance. Support UNDP team with MSP Project finalization & knowledge synthesis including project closing activities, documentation of lessons learned and media support for the project closing event.
