Consultant for the Development of the HCFC Phase-Out Management Plan (HPMP) Stage III for Iraq and Kuwait

Overview

Consultant to develop HCFC Phase-Out Management Plan (HPMP) Stage III project documents for Iraq and Kuwait, aligning with Montreal Protocol obligations and national circumstances.

Tasks Summary

• Deliver overarching HCFC phase out strategies for Kuwait and Iraq.
• Provide policy recommendations for regulatory enforcement and adoption of alternative technologies.
• Facilitate and document stakeholder consultation meetings.
• Provide guidance for data collection and verification.
• Propose technical interventions for transition to low GWP refrigerants.
• Prepare implementation roadmaps and action plans.
• Prepare draft and final HPMP Stage III project documents.

Experience Requirements

• A minimum of 7 years of experience in ODS phase‑out and development of related projects and strategies.
• Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol.
• Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects.
• Extensive experience in ODS phase‑out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions.
• Excellent analytical skills to review and integrate stakeholder feedback.
• Strong report writing and data analysis skills.
• Experience working with UN agencies or international organizations is an asset.
• Regional experience in West Asia is desirable.

Qualification Requirements

• An advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering or a related field is required.
• A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
