[SCOPE OF TENDER: Hosted by United Nations Development Program (UNDP), the Better Than Cash Alliance supports governments and the private sector in advancing responsible, inclusive digital payments ecosystems. In Pakistan, BTCA’s 2025 Responsible Pricing Blueprint for Raast P2M recommends a cost-based MDR floor (~0.35%), zero issuer interchange and scheme fees, time-bound targeted incentives, and a strengthened 24/7 recourse framework. The consulting firm—individually or in partnership with organizations experienced in MSME onboarding, human-centred design, and digital financial services—will design and implement an end-to-end pilot to evaluate how trust, communication strategies, onboarding models, incentives, and pricing structures jointly influence merchant activation and sustained usage of Raast P2M. The program covers design, field execution, monitoring, analysis, validation, and dissemination.
