Overview
The Roving Finance Officer will manage and coordinate financial activities, ensuring compliance with policies and procedures, and supporting programme implementation in South Sudan.
Tasks Summary
- Manage and coordinate cash transfers to field offices.
- Review and process payments in line with Oxfam financial policies.
- Ensure cash records are updated daily and deposits are made promptly.
- Monitor and follow up on cash discrepancies.
- Advise on cash requirements and prepare cash top-up requests.
- Prepare bank and cash reconciliations.
- Ensure petty cash vouchers are properly approved and filed.
- Track and recover staff-related recoveries.
- Maintain and update the Float register.
- Support the Finance Manager in reviewing programme budgets and forecasts.
- Assist in preparing project budgets.
- Review proposal budgets for donor compliance.
- Ensure correct coding of expenditures and proper recharging of costs.
- Prepare monthly invoices or recharges for private expenditures/shared costs.
- Serve as a final compliance check to minimize financial and fraud risks.
- Ensure payments, coding, and accounting entries are processed accurately.
- Promote strong internal controls and escalate risks.
- Prepare and upload monthly cashbooks and journal entries.
- Ensure field level expenses are accurately coded.
- Support the month end close process.
Experience Requirements
- Minimum 3 years proven relevant and progressive work experience preferably with INGO.
- Excellent analytical skills particularly from the point of view of cost-effective financial management.
- Multi-tasking and higher efficiency, Attention to details.
- Proven experience of management of suppliers / contracts and financial systems.
- Initiative and ability to follow up on issues.
Qualification Requirements
- University degree with a specialization in Finance or Accounting.
- Accountancy professional qualification {ACCA or CPA}
