Overview

The Food & Economic Security Advisor provides technical support to Oxfam and partner teams in Syria on Food Security, Livelihoods, and economic recovery and resilience.

Tasks Summary
  • Provide technical and advisory support to FES teams and national partners.
  • Maintain an up-to-date understanding of FES issues in Syria.
  • Identify, test, and replicate innovative solutions.
  • Support the development of operational plans and budgets.
  • Develop Annual Action plans and budget based on the FES strategy.
  • Provide technical inputs in project and proposal development.
  • Work closely with other programme teams to enhance integration.
  • Support the expansion and consolidation of partnerships.
  • Advance the visibility of Oxfam’s FES activities.
  • Identify capacity building needs and develop initiatives.
  • Support the development and implementation of capacity building plans.
  • Provide technical advice and support for FES activities implementation.
  • Ensure effective, quality, and timely programme execution.
  • Link the Syria team with the wider Oxfam confederation.
  • Support risk analysis and mitigation activities.
  • Represent Oxfam externally in relevant coordination fora.
  • Attend donor meetings and support field visits.
  • Support advocacy and campaigning on relevant issues.
Experience Requirements
  • Minimum of 10 years’ international and/or national experience in the humanitarian/development sector delivering food security, livelihoods, economic resilience and developmental conflict settings and protracted crisis.
  • Experience working in an advisory/coordinator and supportive capacity.
  • Experience working with local and international partners.
  • Experience in food security, livelihood and market based interventions.
  • Strong experience in project design, proposal development and concept note development.
  • Proven experience in managing complex teams, remote management and capacity building.
  • Strong coordination skills including experience in representation with Government, civil society organizations, private sector and other external actors.
  • Experience of having worked in conflict settings with remote access / limited access is an advantage.
  • Experience of working with local/civil society organizations and/or community based organizations.
Qualification Requirements

• Higher Education in a relevant field (Agriculture, Rural Development, Economics, Political Science or Development Studies);

Other Details

Languages Required: • Professional fluency in written and spoken English;

Languages Preferred: • Professional Written and spoken Arabic is an advantage;
