Overview

The Project Manager will provide technical assistance to national health institutions in strengthening the health system, promoting universal access to healthcare, and improving the quality of services. The role involves coordinating project implementation and managing technical activities.

Tasks Summary
  • Develop and update project implementation plans, workplans, timelines, and milestones.
  • Coordinate the sequencing and integration of subcomponents.
  • Organize and support Technical Working Groups.
  • Serve as the primary focal point for coordination with Ministry of Health technical departments.
  • Oversee the implementation of the Harmonized Health Facility Assessment.
  • Coordinate the Public Finance Management Assessment.
  • Support the development of the Costed PHC Investment Plan.
  • Monitor project expenditures and implementation against the budget.
  • Identify implementation risks and propose mitigation measures.
  • Ensure compliance with WHO administrative, procurement, and reporting procedures.
  • Support engagement with senior government officials.
  • Coordinate partner briefings and consultations.
  • Support preparation of communication materials.
  • Track progress against agreed deliverables and indicators.
  • Prepare periodic progress reports.
  • Support documentation of lessons learned and good practices.
Experience Requirements
  • At least 5 years of progressively responsible experience in project management within health financing or health systems strengthening programmes.
  • Demonstrated experience in managing complex, multi-stakeholder projects involving government counterparts and international partners.
  • Experience working with or within the UN system, WHO, or other international organizations is highly desirable.
  • Experience in low- and middle-income country contexts.
Qualification Requirements
  • Essential: Advanced university degree (Master's level or above) in health economics, public health systems, public administration or a related field.
  • Desirable: Training in project management, health financing, or results-based management.

Languages Required: Expert knowledge of English. Expert knowledge of Portuguese.

Contract Duration: 1 year

Work Modality:

Remuneration: Annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3246 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
