International Consultant: Evaluation of Low Value CFEI (Three Consultants) Remote/Home-based

Overview

Support the evaluation of proposals submitted through the UN Partner Portal for a Low Value Call for Expression of Interest (CFEI) to provide national NGOs with experience in the Afghanistan health sector.

Tasks Summary

• Review and evaluation all proposals that have been submitted by the NGOs.
• Assess each proposal’s relevance, efficiency, effectiveness and alignment with UNICEF’s health programme priorities.
• Provide recommendation for the selection based on the clear, pre-defined criteria to be provided by Health team.
• Conduct a desk review of all submitted proposals and relevant background documents.
• Develop and apply an evaluation matrix based on agreed criteria.
• Prepare a comprehensive evaluation report with recommendations for proposal selection and strategic adjustments, if necessary.

Experience Requirements

• Minimum of 5 years of relevant professional experience in: Health and/or nutrition programme planning, management, and implementation.
• Experience in both development and humanitarian contexts is an asset.

Qualification Requirements

• An advanced university degree (Master’s or higher) in one of the following fields: Public Health, Nutrition, Health Policy and Management or another relevant technical field related to health and nutrition.

Contract Duration: 25 working days with a contract validity period from 15th March 2026 to 30th April 2026.

Work Modality: remote/home-based

Remuneration: UNICEF will provide a daily subsistence allowance for calendar days spent in Afghanistan, including weekends, to cover out-of-pocket costs while in-country, including accommodation. Travel, international and local, will be reimbursed.
