Overview
The Humanitarian Affairs Officer (Risk and Compliance) role involves advising on policy direction for Country & Regional Pooled funds, monitoring humanitarian developments, and managing risk and compliance for Implementing Partners.
Key Responsibilities
- Serves as a senior policy officer, advising on policy direction related to oversight functions of Country & Regional Pooled funds.
- Monitors, analyzes, and reports on humanitarian developments impacting Humanitarian Financing Units.
- Undertakes and provides risk management and compliance training for Implementing Partners.
- Prepares reports, documents, and communications related to risk management and compliance.
- Reviews and advises on policy issues related to risk and compliance for Humanitarian Financing Units.
- Supports and monitors compliance by Implementing Partners with global policy requirements.
- Provides technical capacity to respond to alleged and proven incidents of misconduct.
- Prepares policy position papers.
- Organizes and prepares studies on humanitarian issues and manages response to audits and evaluations.
- Partners with other agencies to plan and evaluate humanitarian programmes.
- Establishes and maintains contacts with stakeholders to detect compliance issues.
- Serves as the primary focal point on monitoring, risk management, and compliance for the Humanitarian Financing Unit.
- Organizes and participates in work groups, meetings, and conferences.
- May participate in planning and preparation of unit budget and work program.
- Provides leadership and work direction to assigned work team and mentors/supervises junior staff.
- Collects and analyzes data to identify trends and provide insights using data visualization methods.
- Performs other duties as required.
Required Experience
- A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
- Experience in compliance and risk management is required.
- Experience in responding to fraud and/or Sexual Exploitation and Abuse (SEA) incidents is desirable.
- Experience in a humanitarian context within the UN Common System or other comparable international organization is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
