Overview
The consultant will support the site assessment, quality assurance, and documentation of progress for construction activities within the specified timeline for each project. This includes reviewing detailed designs, preparing tendering documents, construction supervision for quality assurance, and strengthening O&M WASH systems.
Key Responsibilities
- Assess required construction work on water systems and sanitation facilities in 50 schools and 15 health care facilities.
- Develop BOQs and drawings in consultation with the District Local Government for bidding.
- Prepare handover documentation and facilitate handover of completed WASH facility.
- Provide oversight on WASH construction through quality checks and certification of materials, workmanship, and claims.
- Prepare a qualitative assessment of the functioning of institutions in support of WASH facility management.
- Conduct a WASH Knowledge Attitude and Practices (KAP) of key stakeholders in 65 institutions.
- Prepare and submit all relevant documentation, including site meeting reports, progress reports, work plans, and notable events.
- Keep a record of GPS co-ordinates, photos, and contacts for all supported/assessed institutions and communities.
- Work closely with school and health facility heads to discuss observations and guide on required actions.
Required Experience
- Minimum of 5 years of responsible professional work experience in WASH infrastructure quality assurance and inspection, Programme management, monitoring and evaluation and/or knowledge management related to WASH, Environment and Climate programmes in Low Middle Income Country setting.
- At least 3 years’ professional work experience in the related field programmes in Uganda is preferable.
- Previous work experience in UNICEF or UN agencies is an asset.
Qualifications
An advanced university degree (Master’s or higher) in one of the following fields: Civil Engineering, Water Engineering, Environmental/hydrogeology Engineering, water resource management, sanitation engineering, project management
