Overview

The consultant will provide targeted technical support to advance energy-efficiency initiatives by developing regulatory recommendations, coordinating capacity-building activities, and ensuring high-quality project outputs. The role aims to strengthen policy implementation through expert guidance and stakeholder engagement.


Key Responsibilities
  • Integrate findings to assess current practices for MEPS, HEPS, MVE, ESM and Public Procurement, and support the development of strategic recommendations/guidelines.
  • Provide technical and management assistance to country counterparts and international experts.
  • Coordinate and support the preparation of material and delivery of project workshops, trainings, events and meetings.
  • Develop and revise project related documentation, such as progress/expenditures reports, workplan, budget, expert and subcontract TOR.
  • Participate in workshops, capacity buildings and events to convey the message on energy efficient appliances benefits.
  • Develop outreach material for communication on U4E project advancements and support the development and revision of U4E Guidelines and recommendations.
  • Support the development of fundraising proposals and documentation for energy efficient projects and programmes.
Required Experience
  • More than 7 years’ experience and proven technical competencies in the energy sector and specifically in the energy efficiency sector.
  • Previous experience and understanding of Sustainable Public Procurement, MVE policies, technical and regulatory aspects of energy efficiency and the future market direction.
  • Experience policy recommendations on energy efficiency strategies, tools, systems and measurements in line with international best practices.
  • Experience in performing training and providing capacity building and development of didactive material.
  • Knowledge and experience in working with government and private sector internationally.
  • Experience working in Africa and Latin America regions and multicultural teams would be an asset.
  • Active involvement and knowledge of international best practices in energy efficiency strategies and technologies especially energy-efficient technologies, practices and programmes.
  • Knowledge on management of data collection, review and assessment.
  • Ability to rapidly analyze and integrate diverse information from varied field sources to produce highly qualitative presentations.
  • Skills for timeliness and quality development of report and documents as well as written and oral presentation.
  • Interpersonal skills to stablish and maintain good relationship with government and stakeholders.
Qualifications

Minimum Advanced university degree (Masters) or equivalent in engineering (electrical, mechanical, industrial, or similar) or in a relevant scientific development discipline.

Fluency in English is required (both spoken and written).
Languages Preferred
Knowledge of the other official languages of the United Nations will be an asset.
