Overview

The Human Resources Officer/Human Resources Business Partner will lead a team of HR business partners in advising OCHA HQ clients and is responsible for developing and implementing new human resources policies, practices, and procedures.


Key Responsibilities
  • Develops and implements new human resources policies, practices and procedures.
  • Monitors and ensures the implementation of human resources policies, practices and procedures.
  • Prepares reports and participates and/or leads special human resources projects.
  • Projects and monitors vacant posts and ensures adherence to policies and procedures in filling these posts.
  • Coordinates with the Talent Acquisition team for the preparation of vacancy announcements, review of applications and submission of short-lists.
  • Reviews recommendation on the selection of candidate by client offices.
  • Serves as ex-officio in or secretary to appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.
  • Prepares job offers for successful candidates.
  • Advises the Head of the Unit or Senior Human Resources Officers on the development, modification and implementation of United Nations policies and practices on entitlements.
  • Reviews and recommends level of remuneration for consultants.
  • Provides advice on interpretation and application of policies, regulations and rules.
  • Represents the office in joint bodies and working groups relating to salaries and other conditions of service.
  • Provides advice on mobility and career development to staff at all levels in all categories.
  • Provides performance management advice to staff and management.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Supervises and monitors the work of the junior human resources officers.
  • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking workforce reviews.
  • Develops HR change management strategies and people realignment processes for client units.
  • Contributes to informal conflict resolution and management of formal grievance processes.
  • Coordinates with the Policy team on all policy implementation matters.
  • Performs other duties as required.
Required Experience

A minimum of seven (7) years of progressively responsible experience in human resources management, administration or related area is required. Progressive experience in providing HR advice to managers and staff is required. Experience in HR Management supporting field operations in the UN common system or comparable international organizations is required. Experience using SAP, People Soft or a similar Enterprise Resource Planning (ERP) system for human resources management is desirable. Experience in developing or leading change management initiatives is desirable. A minimum of two (2) years of international experience in a field operation with the UN or comparable international organizations is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
