Overview
Project Officer (Urban Development) role focused on processing and administering loans, grants, and TAs, and contributing to urban development work, capacity building, and knowledge sharing.
Key Responsibilities
- Administer loans and grants and implement TAs in the WUD sector.
- Lead or contribute to the processing of new loans, grants, and TAs and business development.
- Undertake work planning, delivery, and reviews for assigned projects.
- Monitor project progress through fielding missions and reporting.
- Prepare and update forecasts of contract awards and disbursements.
- Identify and address project issues with executing agencies, implementing agencies, contractors, consultants, and beneficiaries.
- Prepare and review papers for loan closing date extensions, reallocation of loan proceeds, and changes in scope.
- Provide advice on ADB guidelines for procurement, consultant recruitment, and project documentation.
- Collaborate with other Sector Offices and departments.
- Prepare Project Completion Reports and TA Completion Reports.
- Prepare inputs for sector database for portfolio management.
- Support, participate, or lead in project reviews and portfolio review missions.
- Participate in consultations with other DPs and represent ADB in donor coordination groups.
- Maintain knowledge base of future government investment plans and policies.
- Assist in the formulation and implementation of the Country Partnership Strategy and sector roadmaps.
- Lead or provide support in policy dialogues with the government.
- Assist or lead other operational support in project administration and portfolio management.
- Contribute to sector work by conducting research, updating sector information, and preparing knowledge products.
Required Experience
- At least 8 years of relevant professional experience in project management and implementation in the WUD sector.
- Experience and knowledge in multiple stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desired.
- Sound knowledge of government administrative systems and procedures.
- Familiarity with accepted best practices of procurement and disbursement processes.
- Experience working with teams as a constructive team member.
- Excellent relationship management skills.
- Two years of relevant experience outside ADB within the past five years is required.
Qualifications
• Bachelor's degree in civil engineering or related infrastructure fields; preferably with advanced training.
