Key Responsibilities

Employer & Private Sector Engagement Review – ASEAN The International Labour Organization (ILO), through the Bureau for Employers’ Activities (ACT/EMP), invites qualified consulting firms to undertake a review of ILO engagement with Employer and Business Membership Organisations (EBMOs) and the private sector in Thailand, Indonesia, Malaysia, and the Philippines . The assignment will assess current engagement, identify gaps, and develop a coherent, market-facing model for employer engagement, including country diagnostics, engagement roadmaps, and practical tools. Scope includes: Assessment of engagement with EBMOs and private sector actors Development of country diagnostics and 3–5 year roadmaps Design of an Employer Engagement Model and country blueprints Submission: Technical proposal (2–3 pages) Financial proposal CVs of team members Deadline: 5 April 2026 (17:00) Duration: Contract to be completed by 30 August 2026 Proposals must be submitted electronically to Gary Rynhart (rynhart@ilo.org) not later than 05.04.2026, 17.00hrs
