Overview
Responsible for ensuring the effective delivery of standard logistics and administrative services in support of IRC programs, including overseeing transport, fleet management, facilities maintenance, and general administrative functions.
Key Responsibilities
- Oversee transport and fleet management, facilities maintenance, and general administrative functions.
- Coordinate flight bookings.
- Ensure full compliance with IRC policies, donor requirements, and established operational standards.
- Prepare warehousing, transport, and distribution plans.
- Implement IRC inventory and Assets procedures and policies.
- Develop sourcing strategies and relationships with suppliers.
- Participate in supply chain meetings.
- Implement IRC inventory policies for all project items.
- Develop and ensure material distribution plans are up-to-date and adhered to.
- Coordinate inventory disposal procedures.
- Develop assets maintenance plans.
- Design a suitably staffed and equipped transport function.
- Implement and ensure IRC standard Vehicle policies and procedures.
- Implement country fleet management policies.
- Conduct transport need assessments and develop fleet movement plans.
- Develop vehicle management cost analysis and compile carbon emission reports.
- Manage and be accountable for the vehicle fleet, ordering and inventory management of vehicle related parts and consumables.
- Ensure appropriate communications and tracking equipment is installed and functioning in IRC vehicles.
- Ensure correct and timely routine maintenance and repair of IRC vehicles and generators.
- Carry out regular training to all drivers.
- Prepare weekly and monthly reports on the transport department.
- Conduct regular inspection of offices and warehouses ensuring maintenance and a safe working environment.
- Routine inspection of household equipment and address repairs and maintenance.
- Ensure fire alarm and other protection systems are in perfect working.
- Ensure repairs done by external parties are completed on time.
- Determine office spaces and inventory required for staff needs.
- Ensure procurement and distribution of household equipment, cleaning and kitchen supplies.
- Keep track of and ensure timely payment for office, warehouse, and guesthouse utilities.
- Provide comprehensive orientation on IRC policies and logistic systems and procedures to all new staff.
- Support recruitment of Supply Chain staff.
- Deliver Training and development programmes to Supply Chain Staff.
- Coordinate training and maintain training records.
- Ensure adherence to IRC and Donor policies and procedures.
- Ensure health, safety and security protocols are always followed.
- Promptly inform supply chain coordinator of any areas of concern for potential or suspected violations of policies and procedures.
- Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion.
- Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
- Educate/raise awareness among the community and clients about the existing feedback mechanisms and response processes.
Required Experience
- At least 4 years of experience in handling humanitarian supply chain.
- Strong ERP roll out and management skills.
- Demonstrated ability to develop and roll-out supply chain policy and SoPs.
- Ability to mentor, coach and train staff both in person and remotely.
- Pharma and cold chain management experience is highly desirable.
- Experience working with a diverse portfolio of Donors and knowledge of specific donor guidelines.
Qualifications
- Graduate from an accredited university with a degree in social studies, political science, business administration or equivalent.
- Any professional education in supply chain, CIP etc is highly desirable.
- Advanced professional certification in supply chain management and/or emergency response management are strongly preferred.
