Overview
Consultant to establish a regular mechanism for monitoring and reporting on circular migration in Serbia. The role involves defining circular migration, analyzing existing data and frameworks, and developing a monitoring model.
Key Responsibilities
- Define circular migration in conceptual and statistical terms, identifying key criteria and indicators.
- Review existing data related to circular migration to and from Serbia.
- Analyze the institutional, legislative, and strategic framework, including mandates and data collection mechanisms.
- Identify gaps in data, institutional mandates, and current practices.
- Provide a comparative overview of international examples and practices.
- Develop a circular migration monitoring model, including indicators, data collection methods, and reporting frequency.
- Pilot the proposed model and provide recommendations for optimization.
- Submit a Draft Monitoring and Reporting Model Report by 15 July 2026.
- Submit a Final Monitoring and Reporting Model Report by 31 August 2026.
Required Experience
- At least 7 years of relevant professional experience in migration statistics, labour migration, or monitoring and evaluation.
- Preferably including assignments with government institutions.
- Proven experience in designing indicator frameworks and data collection methodologies.
- Experience working in Serbia and/or the Western Balkans.
Qualifications
• University degree in social sciences, demography, statistics, migration studies, economics, public policy or related field.
