Overview
The consultant will support UNESCO’s emergency assistance programme in Ukraine, focusing on the protection of cultural heritage in Odesa. The role involves providing technical advice, supervising repair works, and ensuring compliance with national standards for damaged cultural buildings.
Key Responsibilities
- Coordinate with national, regional, and local authorities, building owners, and international experts.
- Conduct consultations to align documentation and interventions with national standards and regulations.
- Oversee detailed conditions assessments and check documentation for urgent interventions.
- Provide quality assurance and direct supervision of works, ensuring alignment with timeframe, drawings, and technical specifications.
- Ensure regular documentation of executed works.
- Assist in procurement procedures, developing technical drawings, specifications, and Bills of Quantities.
- Conduct market surface mapping on product availability and costs.
- Certify completion of works and support submission of requested papers to Ukrainian authorities.
Required Experience
- A minimum of five (5) years of relevant work experience in architectural design and/or structural engineering, specifically in repair, construction, and/or rehabilitation of existing buildings.
- Specific experience in undertaking such works on cultural heritage sites is preferred.
- Experience in design implementation, monitoring, site supervision, and quality assurance.
- Experience in the successful development and implementation of reconstruction/rehabilitation/stabilization components of national and/or regional construction projects, preferably on cultural heritage.
- Knowledge of project management processes and experience in planning and controlling project costs within repair works, stabilization, and reconstruction.
- Understanding of national construction norms and standards, possibly including provisions for cultural heritage.
Qualifications
• Advanced university degree (minimum master’s degree or equivalent) in civil engineering, construction engineering, architecture or other relevant areas, with training in heritage conservation preferred.
