Overview

Manage the Human Resources functions of the Country Office, overseeing administrative transactions, policy implementation, and talent management.


Key Responsibilities
  • Oversee the Human Resources Management function in accordance with organizational policies.
  • Advise on interpreting and applying Human Resources policies, rules, and regulations.
  • Supervise and monitor the work of HR staff in carrying out administrative transactions.
  • Ensure personnel files and HR tracking systems are well maintained and updated.
  • Act as a Focal Point for external HR Companies for recruitment and deployment.
  • Maintain the CO’s WAVE HR module and keep its information up to date.
  • Supervise the preparation of the monthly payroll for national staff.
  • Assist with roll-out and implementation of new policies, instructions, and procedures.
  • Propose appropriate and effective administrative procedures in human resources administration.
  • Implement personnel policies and procedures for national staff.
  • Oversee the contractual situation and administration of entitlements of local staff.
  • Advise Project Managers on staffing and personnel issues.
  • Liaise with HQ, GSSC, and Finance Unit on matters related to international staff benefits and entitlements.
  • Support in managing administrative actions, grievances, and disciplinary matters.
  • Supervise the administration and timely renewal of visas and residence permits for international staff.
  • Advise on staffing issues and oversee the elaboration of project staffing tables.
  • Advise and support line managers in recruitment processes.
  • Monitor compliance with the Staff Evaluation System (SES).
  • Coordinate the planning and organizing of staff development and training.
  • Review and assess staff training and development needs.
  • Assist in the preparation of administrative reports.
  • Assist in monitoring the implementation of internal controls.
  • Review audit recommendations on HR matters and implement them.
  • Prepare special reports and participate in/lead special HR projects.
Required Experience
  • Master’s degree with five years of relevant professional experience; or University degree with seven years of relevant professional experience.
  • Working experience in administration and all facets of HR, Talent acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines.
  • Previous working experience in an international organisation is an advantage.
  • Previous working experience in Africa and/or developing countries is an advantage.
  • Familiarity with the UN common system or similar systems is an advantage.
Qualifications
  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution.
  • University degree in the above fields.

Languages Required
Fluency in English and French is required (oral and written).
Languages Preferred
Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.
Contract Duration
1 year with possibility of extension
