Overview

The Finance Analyst provides specialized technical expertise and serves as a Subject Matter Expert on payroll accounting, offering technical oversight, monitoring, and analysis of payroll expenses and related balance sheet accounts.


Key Responsibilities
  • Guide and support with review and maintenance of payroll-related financial policies, procedures, and accounting treatments.
  • Guide and support with identifying opportunities to strengthen the payroll control environment.
  • Analyze payroll accounting mappings and centralized processes.
  • Assist with the development and maintenance of payroll oversight tools and reports.
  • Provide technical inputs and insights on payroll-related financial risks.
  • Support planning and preparation activities for financial statements and other corporate financial reports.
  • Assist with the financial statement compilation process and prepare financial statements and related notes.
  • Perform analytical reviews of financial data.
  • Assist with the preparation of draft briefing notes and talking points.
  • Assist with the development and maintenance of payroll-related risk and control matrices.
  • Perform annual control testing for payroll processes and accounts.
  • Identify control gaps, recommend remediation actions, and track corrective measures.
  • Support preparation of payroll-specific inputs and documentation for SICFR certification.
  • Liaise with OAI and external auditors on payroll-related SICFR testing.
  • Promote strong SICFR compliance by advising on documentation standards.
  • Assist with development and implementation of a monitoring strategy for payroll-related General Ledger accounts.
  • Support periodic reviews of payroll-related GL accounts, transactions, and reconciliations.
  • Assist with review of staff advances and payroll receivable accounts.
  • Liaise with offices, ITM, and system vendors to troubleshoot payroll accounting issues.
  • Support the preparation of complex analyses and engagement with actuaries and third-party administrators.
  • Conduct research and support risk analysis to inform the development of financial policies.
  • Assist in drafting and updating financial policies and procedures.
  • Conduct research to benchmark policies against international standards.
  • Assist with initiatives to engage stakeholders to gather feedback on policies.
  • Support ongoing policy review and refinement.
  • Support the resolution of audit requests and queries.
  • Support post-audit follow-up and year-round audit readiness.
  • Synthesize lessons learned and best practices in Finance.
  • Provide sound contributions to knowledge networks and communities of practice.
Required Experience
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in providing payroll finance oversight.
  • Audit experience (internal and/or external) is desirable.
  • Experience conforming to IPSAS/IFRS and full accruals accounting conventions is desirable.
  • Experience with ERP financial systems is required (preferably Oracle).
  • Demonstrated experience in strong analytical and report-writing skills with a proven track record is desirable.
  • Demonstrated experience in AI, digital transformation, and process automation is desirable.
  • Experience as a collaborative team player with flexibility to work across global time zones is desirable.
Qualifications
  • A professional accounting qualification from an internationally accredited institute of accountancy and/or Advanced university degree (master’s degree or equivalent) in Finance or Accounting is required.
  • OR
  • A first-level university degree (bachelor’s degree) in Finance or Accounting with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Candidates with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
  • Candidates with MBA or masters in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
  • Those with professional accounting qualifications from an accredited institute of accountancy will have a distinct advantage.
