Overview
The incumbent is responsible for the NCIB from planning through execution, participates in the development of the CRP, and is the focal point for SLAs related to the NCIB.
Key Responsibilities
- Responsible for screening the annual Military Budget estimates and BER reports proposals for NCIB.
- Primary financial representative at external and internal ICT related boards, committees, meetings and working groups.
- Provides the NCIB portion of the annual MTRP.
- Coordinates all budgetary activities relating to the development, screening, submission, approval, and execution of the annual budgets and BER reviews of NCIB.
- Analyses periodic reports on the execution of the NCIB and recommends adjustments to the budget, as necessary.
- Provides back-up support for budget management activities performed by other members of the Branch.
- Monitors fiscal activity associated with these budgets.
- Assesses the validity and cost effectiveness of budgetary proposals and submissions to the NATO resource Committees for subordinate HQs and Programmes assigned.
- Coordinates the activities of Fund Managers executing this budget.
- Represents the Branch Chief as necessary before NATO resource Committees and internal SHAPE boards and planning teams.
- Provides assessment, technical advise and functional support to ACO Financial Controller and other members of the SHAPE Command Group on the assigned budget funding priorities and transfers of credits.
- Leads on integrating the financial aspects of NATO Communication and Information Agency (NCIA) Service Local Agreements (SLAs) and other agreements in financial planning documents.
- Assists Supports in development, coordination, and publication of policies, instructions, and directives for the financial management activities of NCIB.
- Contributes to development of NATO wide financial and logistics policy and doctrine.
- Represents SHAPE FINAC/J8 and provides budgetary briefings at conferences and other meetings, as requested.
- Contributes technical expertise to support training and courses in NATO School Oberammergau, and assists in organising professional development workshops, conferences and seminars for the NATO financial community.
- Provides secretariat, coordination, tasking control, and executive services to resource-related boards and working groups.
- Performs ad-hoc analyses and administers special projects as tasked.
- Leads and/or participates in integrated project teams (IPTs).
- Contributes to staffing of ACO-wide J8 personnel/workforce/organisational issues and initiatives and will perform other general administrative tasks as assigned.
Required Experience
- A minimum of four years experience in a financial management role with responsibility for allocation and management of resources.
- Experience in financial administration.
- Thorough working knowledge of and experience in the management of large and complex budgets, derived from at least five years of work in this area.
- Experience in the presentation and defence of the funding of complex requirements.
- Good working knowledge of, and previous practical experience, with an automated Financial Management System.
- Experience with computer assisted financial analysis techniques.
- Experience in the coordination and harmonization of complex budgetary issues with other organisations.
- Experience in the management of large and complex budgets.
- A minimum of eight years experience in a financial management role with responsibility for allocation and management of resources (desirable).
- Knowledge about and experience in funding military operations and logistics support (desirable).
- Substantial experience within the Budget & Finance function in NATO military organisations or similar (desirable).
- Extensive experience in all activities involved in budget formulation, presentation, control, and evaluation of budget execution (desirable).
- Extensive experience in budget analysis (desirable).
- Extensive experience in the performance of funds management functions (desirable).
- Comprehensive knowledge of financial management, public and non-public fund accounting processes and procedures (desirable).
- Extensive experience in or comprehensive knowledge of the day-to-day operations of large and complex CIS management organisation (desirable).
- Experience in the negotiation and defence of the funding of complex requirements (desirable).
Qualifications
- University Degree and 2 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
- An advanced university degree in business administration, management, accounting, finance, law, economics or related field (desirable).
- NATO Financial System (FinS) Courses (desirable).
- Courses and training in state-of- the art financial procedures and systems (desirable).
- Resource Management Education Programme (RMEP) Course (desirable).
