Overview
Lead an infrastructure project focused on integrated solid waste management in Sri Lanka, involving construction, facility improvement, and capacity building.
Key Responsibilities
- Develop and implement project plans, including infrastructure designs and reviews.
- Manage project outputs, resources, and variances, ensuring quality and timely delivery.
- Monitor project progress, control variances, and manage changes.
- Identify and mitigate project risks, reporting potential opportunities.
- Comply with organizational policies, local laws, and international standards.
- Prepare and adapt project plans for approval, managing baselines.
- Manage reporting obligations and maintain project documentation.
- Understand and apply UNOPS financial rules and regulations.
- Support project audit activities and follow up on recommendations.
- Develop and implement a results framework and M&E plan.
- Prepare and issue regular project and financial reports.
- Review project status and evaluate performance criteria.
- Maintain diaries and progress reports.
- Provide oversight and analysis of delivery data.
- Ensure project team members track milestones and targets.
- Develop and implement stakeholder engagement strategies.
- Engage stakeholders, gather feedback, and adjust as necessary.
- Establish working relationships with project boards, clients, and stakeholders.
- Formulate and monitor project communication plans.
- Coordinate stakeholder engagement and communication.
- Ensure stakeholders are aware of project activities and progress.
- Work with internal stakeholders to ensure compliance with audit requirements.
- Work with procurement personnel to ensure effective interface with suppliers’ quality systems.
- Coordinate quality reviews of project documents and deliverables.
- Provide quality control for management outputs.
- Create a learning environment for the project team, encouraging knowledge sharing.
- Interact with other project managers and the PM community, sharing lessons learned.
- Stay abreast of profession updates and participate in learning activities.
- Provide feedback to corporate and functional groups on policies and systems.
- Organize and structure the project team, defining roles and responsibilities.
- Provide guidance and support to the team.
- Lead and motivate the project management team, managing performance.
- Ensure performance reviews are conducted fairly and accurately.
- Select, recruit, and train project teams.
- Ensure safety and security for all project personnel.
Required Experience
- Implementing and managing infrastructure projects (e.g., roads, dams, bridges, irrigation, health, windmills, solar power, ports, etc.) in developing countries, post-conflict environments, or emergency contexts.
- Defining technical and design requirements.
- Managing infrastructure project risks in a multi-stakeholder context.
- Working in multicultural environments or UN system organizations in a developing country (desired).
- Development or humanitarian contexts (desired).
- Contract management (desired).
- Supporting the development of procurement strategies (desired).
- Planning and applying health and safety procedures (desired).
Qualifications
- Bachelor’s degree (or equivalent) in civil, water, electrical, mechanical, structural or other applicable engineering disciplines with 7 years of relevant experience OR Master’s degree (or equivalent) in any of the above with 5 years of relevant experience.
- Project management certification (e.g. PRINCE2, PMI, PEng, CEng, etc) is desired.
