Overview
The Staff Officer (CIS/Service Level Agreements) is responsible for the comprehensive management and coordination of all CIS services delivered to JATEC under Service Level Agreements (SLAs) with the NCI Agency and other providers, ensuring alignment with JATEC’s operational and strategic objectives.
Key Responsibilities
- Manages all aspects of CIS SLAs from the JATEC perspective, including negotiation of changes and resolution of contentious issues.
- Represents JATEC in ACT/NCIA ESLA development meetings and participates in configuration management boards.
- Conducts quality assurance reviews to monitor and ensure effective delivery and implementation of CIS services.
- Oversees the preparation, execution, and representation of JATEC in all SLA-related meetings, conferences, and negotiations.
- Monitors and manages all JATEC user service requests (ITSM/CRF) in coordination with NCIA.
- Supports the development of the annual JATEC CIS budget and maintains budget oversight.
- Provides written, verbal, and briefing inputs to leadership regarding IT platform initiatives.
- Contributes to the development of web tools supporting the JATEC mission.
- Provides CIS advice and support to the CIS Branch Head, deputizing as required.
Required Experience
- 2 years of experience working in NATO and/or a national military HQ at the operational level.
- 4 years of experience leading within culturally diverse organizations; understanding stakeholder engagement, measures of effectiveness, risk management, and change management.
- 2 years of experience in Strategic Management; understanding of principles, methodologies and best practices to promote continuous improvement of associated programs.
- 3 years of experience in developing Change Initiatives related to organizational process improvement, technological improvement, organizational restructuring, and cultural transformations.
- Possesses excellent communication skills, with the ability to present complex information clearly and the ability to effectively advise and positively influence senior leadership decisions.
- At least 3 years’ experience in digital CIS equipment and systems.
- Experience in developing technical policy level documents in a leading position.
- At least 3 years of experience in CIS network and information systems.
- Knowledge in the field of military Headquarters in a multi-national environment, preferably NATO.
- Experience in SLA process and resource management.
- Experience in developing service level agreements.
- Experience in planning, organizing, coordinating, controlling, and evaluating the use of CIS resources to accomplish assigned tasks.
- Strong knowledge of NATO information systems, functional applications and networks.
Qualifications
- University Degree in information Technology and management, management information systems, computer science, business administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
- ITIL certification.
- Formal Project Management certification.
