Overview
The Procurement Analyst is responsible for the effective delivery of procurement services consistent with UNDP rules and regulations to support the implementation of Area-Based Recovery (ABR) projects and programmatic goals.
Key Responsibilities
- Ensures full compliance of ABR procurement activities with UN/UNDP rules, regulations, policies and strategies.
- Facilitates the preparation and monitoring of procurement plans for the portfolio and projects.
- Organizes procurement processes including RFQs, ITBs or RFPs, evaluation, and contract negotiation.
- Prepares Purchase Orders and Contracts in and outside Quantum.
- Prepares submissions to the Contract, Asset and Procurement Committee (CAP), Regional Advisory Committee on Procurement (RACP) and Advisory Committee on Procurement (ACP).
- Manages the internal control system for Purchase Orders.
- Provides inputs to reports on procurement in the CO.
- Serves as a secretary for tender procurement processes.
- Reviews Terms of Reference (TOR)/technical specifications/Statement of Work (SOW).
- Maintains and improves the contract management system.
- Implements e-tendering practices.
- Analyzes and administers ABR procurement cases in the online Procurement Plan.
- Reviews and clears documents related to Micro-purchase Canvass procedure.
- Contributes to market research for procurement cases.
- Provides procurement-related guidance to the ABR.
- Synthesizes lessons learned and best practices in Procurement.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in procurement/supply chain, logistics or related areas.
- Experience in handling of web-based management systems, such as ERP system.
- Experience in the management of procurement processes using procurement management / planning tools.
- Prior experience with a UN Agency or International Organization in the field of procurement.
- Experience in organizing complex procurement processes of different modalities (RFQs, ITBs or RFPs).
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems.
Qualifications
- Advanced university degree (Master's Degree or equivalent) in Procurement, Logistics, Management, Economics, Law, Business Administration, Public Administration, Engineering or other related areas is required.
- A first-level university degree (Bachelor’s Degree) in the areas stated above, in combination with additional 2 years of relevant experience will be given due consideration in lieu of Master’s Degree.
- CIPS level 3 is highly desirable.
