Overview

The Project Coordinator will coordinate and implement the EU-funded programme "Central Asia Drug Action Programme CADAP 8 (2026-30)" to strengthen capacities in drug demand and supply reduction in Central Asia.


Key Responsibilities
  • Coordinate the formulation, development, coordination, implementation, and evaluation of project activities.
  • Organize and coordinate technical assistance activities.
  • Prepare and maintain regional and country-specific work and monitoring plans; draft regular reports.
  • Support the development of technical and training materials, tools, and capacity-building packages.
  • Prepare budgets, monitor expenditures, and ensure proper use of financial resources.
  • Support recruitment and supervision of project personnel and consultants; manage procurement, and infrastructure activities.
  • Establish and maintain partnerships with national stakeholders.
  • Monitor and analyze project implementation; ensure timely submission of reports.
  • Undertake surveys, including national drug use surveys; contribute to the design and analysis of data collection tools.
  • Review social, economic, legal, and political developments relevant to crime prevention, criminal justice, and drug control.
  • Actively engage in the governance structure of the CADAP 8 Programme.
  • Support fundraising by preparing materials, participating in donor meetings, and building government support for cost-sharing.
  • Assist in organizing and delivering specialized technical services.
  • Collect and analyze data to identify trends or patterns and provide insights.
  • Perform other work-related duties as required.
Required Experience

A minimum of five years of progressively responsible professional work experience in the fields of drug control, crime prevention, and criminal justice is required. Demonstrated work experience in the management and implementation of technical assistance projects, including planning, coordination, monitoring, and reporting, is required. Work experience with counterparts in Central Asia is desirable. Experience in supporting the practical application of international standards and norms related to drug control, crime prevention, criminal justice, and health-related responses at national and/or regional levels is desirable. Experience working with governmental counterparts, law enforcement agencies, justice and health institutions, and other relevant stakeholders is desirable. Work experience within the United Nations system or other international organizations is desirable. Prior experience in designing or delivering workshops, training courses, or capacity-building activities for national professionals and officials is desirable. Experience in data analytics or related area is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in law, political science, economics, international relations, or another relevant discipline within the social or political sciences, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
