Key Responsibilities

TRIANGLE Partnerships for fair and effective labour migration in ASEAN (TRIANGLE Partnerships, 2026-2031) is a five-year regional labour migration programme funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the Swiss Agency for Development and Cooperation (SDC). TRIANGLE Partnerships is engaging a consultant to support finalization of the programme’s M&E framework and strategy and to carry out an evaluability assessment. The assignment involves two tasks to: 1. Conduct an evaluability assessment i) to review the quality of TRIANGLE Partnerships’ M&E framework and draft M&E strategy and ii) to recommend changes, primarily to indicators and targets (and set targets where not already set), to make the programme evaluable. 2. Refine TRIANGLE Partnerships M&E strategy and framework, including establishing baselines and targets for all indicators. The targets will be defined to align with the programme regional work plan and eight country level work plans, which are also being developed during the inception phase.
