Overview

Save the Children is seeking to recruit a Food Security, Livelihoods (FSL) and Social Protection Coordinator to support and coordinate the delivery and monitoring of Cash, Food Security and Livelihoods projects in Beirut, Mount Lebanon, and South. The position will be based in Beirut.


Key Responsibilities
  • Responsible for the implementation of livelihoods activities at the centres, in line with programme implementation plans and against donor requirements/ indicators and partners’ contractual agreements.
  • Monitor the work of the FSL team and support them in outreach and beneficiaries’ identification.
  • Lead on the Competency Based Training (CBT) activities with the private technical schools.
  • Follow-up on the advanced training and the purchase of its related material.
  • Lead on the cash for transportation component and its documentation.
  • Lead on the labour market assessment exercise to be implemented by SCI on the field.
  • Assist in the development of training/ awareness raising materials and organize and conduct trainings for programme beneficiaries and stakeholders.
  • Prepare weekly and monthly work plans and ensure the staff follow the plans.
  • Act as the main liaison between the field and Save the Children office; maintain good relationships with beneficiaries when needed, and professional relationships with local leaders/authorities.
  • Work with Supply Chain for programme procurements and logistics for the preparation of workshops and trainings, according to SCI’s procurement guidelines and manuals.
  • Keep the team informed of any risks faced on the field level and at the family level to tailor the program interventions accordingly.
  • Participate in learning initiatives, events and workshops as needed.
  • Ensure that the implementation of activities is gender sensitive, inclusive of vulnerable communities and people with disabilities, participatory, relevant to the context and conflict sensitive as well.
  • Promote accountability and transparency with all the implementing activities.
  • Contributes to the institutional memory and the experience-sharing by reporting and feedback, innovating initiatives and by networking with other colleagues.
  • Carry out additional tasks upon decision by the FSL Coordinator or Program Manager.
  • Manage FSL team, in collaboration with the FSL PM.
  • Provide program teams with guidance and updates on policy, standards and guidelines relating to FSL.
  • Work in collaboration with technical advisors to identify capacity building requirements for the FSL Team members and develop capacity building plan accordingly.
  • Ensure that policies and procedures are understood by all and especially new staff (e.g. procurement and finance requirements).
  • Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development)
  • Support the recruitment of FSL projects staff.
  • Identify appropriate staff development needs and give recommendations to the PM.
  • Lead on the capacity development activities of staff and CSO partners’ staff, including and not limited to technical support, training sessions and coaching visits.
  • Assist with the training of the projects staff to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires.
  • Supports and stimulates teamwork within SCI’ team.
  • Ensure capacity building of local partners implementing FSL interventions.
  • Responsible for partnership management to ensure programme delivery.
  • Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
  • Provide continuous programme management and facilitate technical support to partners to ensure timely quality programming.
  • Work with support services teams to ensure partners are receiving adequate support from support services.
  • Represent Save the Children’s FSL team locally in Beirut, Mount of Lebanon, and South.
  • Represent Save the Children in FSL sectors working group meetings and other sector coordination forums in Beirut, Mount of Lebanon, and South.
  • Participate in internal and external coordination meetings as required and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming.
  • Attend relevant workshops and internal meetings at the country office level.
  • Support in the completion of any other studies/evaluations throughout the project period and facilitate consultants’ work on the field.
  • Organize monitoring visits and home/field visits when needed.
  • Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation.
  • Produce timely reports for internal use on the status of on-going programming.
  • Contributes to lessons learnt/ best practices workshops and ensure their implementation on the field.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Required Experience
  • Minimum 3-5 years of experience in humanitarian and development programs, preferably working in food security, cash, and livelihoods, and with experience in vocational, entrepreneurship and youth skills activities.
  • Advanced skills in team management and performance monitoring.
  • Experience in working in staff and CSO’s capacity building activities and monitoring.
  • Experience in working in Beirut, Mount of Lebanon, and South is an added value.
  • Advanced reporting skills in English, including donor reporting.
  • Good planning and time management skills.
  • Experience in monitoring, evaluation, accountability, and learning.
  • Experience in data monitoring and validation.
  • Experience in field work and community mobilization; and in coaching on working with Syrian, Palestinian, and Lebanese communities in specific.
  • Computer skills (especially Excel).
  • Strength in interpersonal, communication and presentation skills.
  • Action and solutions oriented.
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
  • Available to travel in country.

Qualifications

• Bachelor Degree in Economics, Finance, International Relations, Social Sciences, Development studies or similar field.
