Overview
The Chief, Safety & Security and General Services Section (P5) oversees and coordinates all activities related to security, safety, building and facilities management, travel services, business continuity, and property control for the Organization.
Key Responsibilities
- Organize and manage the staff and operations of the Section.
- Lead the development and implementation of the Operating Plan and Performance Monitoring Framework.
- Prepare and manage the budget of the Section.
- Ensure timely and accurate preparation of reports and statistical data.
- Establish, monitor and report on annual performance and work plans for Section staff.
- Implement continuous improvement to ensure staff’s service orientation.
- Develop organizational policy updates, guidelines and administrative instructions.
- Manage audit matters related to the Section.
- Promote a harmonious and ethical workplace.
- Oversee, coordinate and monitor all activities related to general services and facilities maintenance, travel services, property control and logistics, and commissariat operations.
- Lead collaboration with Public Services and Procurement Canada (PSPC) and contractors on facilities and office services budgeting.
- Oversee the Section’s procurement and contract management activities.
- Provide oversight of other support services.
- Develop proposals for the delivery of shared services for UN organizations.
- Lead the planning, monitoring and coordination of safety and security activities.
- Oversee and implement safety and security services and emergency response.
- Oversee the development and updating of safety and security related policies and guidelines.
- Act as the ICAO’s main liaison officer with the UNDSS and Host Country.
- Perform functions as Country Security Focal point for the UN system in Canada.
- Prepare threat and risk assessments, contingency measures management, and investigate security incidents.
- Oversee the operational implementation and maintenance of the ICAO Business Continuity Plans and Organizational Resilience Management System (ORMS).
- Lead the development and updating of ICAO’s Business Continuity Plan.
- Coordinate simulation exercises to test response to security incidents.
- Develop, implement and update the ICAO’s ORMS Framework.
- Ensure coordination with the PSPC and other relevant authorities for BCP implementation.
- Lead the implementation of contingency based operations.
- Provide authoritative advice on best practices in business continuity and operational resilience.
- Develop and lead necessary training sessions, briefings, and exercises.
- Lead the planning and coordination of complex capital property investment projects.
Required Experience
- A minimum of ten (10) years of progressively responsible experience in safety and security management is required.
- Experience in one or more of the following areas (building management; general services such as logistics, travel, or facilities and property management; or business continuity planning) is desirable.
- Proven leadership experience in managing personnel and teams as well as experience in coordinating with different organizational entities is required.
- Experience in administrative matters (such as contract management, accounting, financial budget management and project management) is required.
- Experience in the United Nations system in emergency preparedness and response is desirable.
- Experience in field operations is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in security management, business administration, law enforcement, engineering, management, or a related field, is required.
- A first-level university degree in combination with two additional years of qualifying experience in security management, business administration, law enforcement, engineering, management, or related field, may be accepted in lieu of the advanced university degree.
- Desirable Certification in project management from a recognised international accrediting body.
